Lifeline - Emergency HEAP-Winter Crisis Program 

HEAP’s Winter Crisis Program (WCP) provides assistance with utility disconnection, impending utility disconnection and bulk fuel supplies during the winter heating season of November 1 through March 31. Eligibility is based on HEAP guidelines, including income guidelines that are at 175% of the federal poverty level. 

Due to COVID-19 safety precautions, most applications for the HEAP WCP will be taken over the phone by appointment. A very limited number of in-person appointments will be available for those whose utilities are already disconnected. Appointments can be scheduled via the toll-free appointment line at 1-440-381-8230 or online at https://app.capappointments.com/

All applicants will need to submit required documentation and can do so by mailing to Lifeline Energy Assistance Office PO Box 496 in Painesville, Ohio 44077, or by dropping it off in our office or in our office drop box.
