The City of Willowick Seeks Comments on the LAK-E 305th Street Resurfacing Project (PID 120114)

The City of Willowick, The Northeast Ohio Areawide Coordinating Agency (NOACA), and the Ohio Department of Transportation (ODOT) District 12 are seeking comments on a proposed resurfacing project along E. 305th Street from Lakeland Boulevard to Lakeshore Boulevard (SR 283) in Lake County, Ohio. The project is approximately 1.42 miles long and will take place in the City of Willowick. The project will include the resurfacing of the existing concrete pavement, replacement of curb ramps to meet Americans with Disabilities Act (ADA) requirements, replacement of pavement markings, and adjustment of existing castings to grade within paving limits. All work is proposed to be completed with the existing right-of-way. No utilities will be relocated as part of the project.

Vehicle and pedestrian traffic will be maintained in the work zone and at all roadway crossings during construction.   Traffic will be maintained by reducing the number of through lanes in certain sections of the project or by the use of flaggers in other sections of the project.  The project will be reconstructed in three (3) separate sections:  Section 1 – Lakeshore Boulevard to Willowick Drive, Section 2 – Willowick Drive to Barjode Road and Section 3 – Barjode Road to north side of Lakeland Boulevard.  Sections 1 and 2 will be built by utilizing part-width construction methods and only one lane of one-way traffic will be maintained southbound along E. 305th.  Northbound traffic will be detoured.

Section 3 will result in the partial closure of the roadway and interchange area for fourteen (14) consecutive calendar days.  The eastbound State Route 2 exit and entrance ramps shall remain open, but traffic will not be able to travel northbound along E. 305th Street during this two (2) week time period. The SR 2 westbound exit ramp and N. Marginal Road will also be closed during this two (2) week time period.    The contractor may also potentially be performing work at night in order to help reduce impacts to traffic within the work zone. The project schedule and updates will be posted on the city’s website. Construction is expected to begin in April 2025 and last for approximately 6 months.

The City of Willowick is seeking comments from the public about the social, environmental, and economic impacts of this proposed action. Environmental impacts include those associated with historical archaeological or architectural resources, ecological resources, hazardous materials, and/or any general concerns regarding the project. Written comments concerning the project may be mailed to CT Consultants, Inc, 8150 Sterling Court, Mentor, OH 44060; Attention: Timothy Mclaughlin (440) 951-9000 or emailed to TMclaughlin@ctconsultants.com. All comments must be received by May 15, 2024.
